In 1999 the city of New York brought in over $500,000,000 dollars in parking tickets. Many of which were issued illegally. With ticket quotas used as a means of measuring job effectiveness the city was strangling the business community. Engel Productions was hired by a private fund to create a video showing this predatory behavior so it could be used in a class action suit.
